Michael Foreman

Michael Foreman serves as a Local Government Policy Specialist with the PA Department of Community and Economic Development, Center for Local Government Services in the southwest regional office.

Michael formerly served as a Municipal Finance Consultant with the PA Department of Community Affairs, Bureau of Local Government Services since 1988 until its consolidation with the Department of Commerce in 1996.

Mr. Foreman provides local government officials with policy guidance and advice, technical and consultive assistance and training in the areas of general government management and administration, financial management, revenue and taxation matters, personnel management, labor relations, service delivery systems, intergovernmental cooperation, boundary change, grant writing and administration and economic and community development.

Michael serves as an Account Manager as part of the Department’s Single Application For Assistance program as part of his work with a variety of municipalities and councils of governments in southwestern PA.

In addition, Michael serves as a recovery plan coordinator for financially distressed municipalities under the Municipalities Financial Recovery Act (Act 47) in the southwest region.

Prior to coming to work for the Commonwealth, Mr. Foreman was employed by the Steel Valley Council of Governments for three years as a Shared Finance Manager for four financially troubled municipalities in the Mon Valley of Allegheny County providing consultive and technical assistance to local government officials in the areas of general government management and administration, financial management, revenue and taxation matters, intergovernmental cooperation and labor relations. 

Michael also worked for the City of Pittsburgh, Controller’s Office both as a performance auditor and contract auditor for three years before accepting the position with the Steel Valley COG.

Mr. Foreman has a bachelor’s degree in History from Temple University in Philadelphia, and a master’s degree in Public Administration from the University of Pittsburgh, Graduate School of Public and International Affairs.

Michael is a member of the PA Government Finance Officers Association and is skilled in mediation and conflict resolution.
